Pyongyang, August 29 (KCNA) — The 2nd Session of the 14th Supreme People’s Assembly (SPA) of the Democratic People’s Republic of Korea was held at the Mansudae Assembly Hall on Thursday.
Deputies to the SPA attended the session.
The session decided on the following agenda items:
On some amendments and supplements to the Socialist Constitution of the DPRK.
Organizational matters
Deputy Choe Ryong Hae, president of the SPA Presidium, made a report on the first agenda item.
He said that the session would examine and adopt draft amendments and supplements to the Socialist Constitution of the DPRK in order to provide a firm legal guarantee for stepping up the building of a powerful socialist nation more dynamically under the monolithic guidance of Supreme Leader Kim Jong Un.
He recalled that for a long time since its adoption the Socialist Constitution has successfully performed its revolutionary mission and role as a legal weapon for strictly ensuring the monolithic guidance of the leader over the revolution and construction and accomplishing the revolutionary cause of Juche under the wise leadership of President Kim Il Sung, Chairman Kim Jong Il and Supreme Leader Kim Jong Un despite the stern tempest of history.
He said that the issue concerning the authority of the state organs in Chapter 6 “State Machinery” of the Socialist Constitution has been partly modified and supplemented.
Referring to the legal status and authority of the chairman of the State Affairs Commission (SAC) of the DPRK, he said an article stipulating that the SAC chairman is elected at the Supreme People’s Assembly in accordance with the unanimous will of all the Korean people and the SAC chairman is not elected as deputy to SPA was added to the constitution. It constitutionally fixes the status of the SAC chairman as the supreme leader of the Party, state and armed forces of the DPRK elected in accordance with the unanimous will and desire of all the Korean people, both in name and reality, he pointed out.
Noting that a new paragraph concerning the duty and authority of the SAC chairman has been supplemented, he said the paragraph stipulates that the SAC chairman is authorized to promulgate SPA ordinances and major SAC decrees and decisions and to appoint or recall diplomatic envoys to foreign countries.
Therefore, the legal status of the chairman of the SAC of the DPRK representing our state has been further consolidated to firmly ensure the monolithic guidance of the Supreme Leader over all the state affairs, he stressed.
He went on:
The modification and supplementation of the duty and authority of the SAC, including the stipulation that it supervises and takes measures for the implementation of the orders given by the chairman of the SAC of the DPRK and the decrees, decisions and instructions made by the SAC, further cemented the legal authority of the SAC as the pivotal body materializing the monolithic guidance of the Supreme Leader and further perfected our own style state administration system.
Then, he referred to the basic contents of the draft amendments and supplements to the Socialist Constitution including the modification, supplementation and adjustment of some contents stipulating the duty and authority of the Presidium of the SPA and the authority of the SPA.
He submitted the draft amendments and supplements to Socialist Constitution for the examination at the SPA, considering that they would provide a sure legal guarantee for the monolithic leadership of Chairman Kim Jong Un over all the state affairs and augmentation of our people’s power and the all-people advance for building a powerful socialist country.
Ordinance of the SPA of the DPRK “On some amendments and supplements to the Socialist Constitution of the DPRK” was adopted with unanimous approbation at the session.
The second agenda item was discussed.
Upon authorization of the Central Committee of the Workers’ Party of Korea, Deputy Kim Yong Dae was recalled from the post of vice-president of the Presidium of the SPA and Deputy Pak Yong Il, chairman of the Central Committee of the Korean Social Democratic Party, was by-elected vice-president of the Presidium of the SPA.
Deputy Jang Se Chol, chairman of the North Phyongan Provincial People’s Committee, was by-elected member of the Legislation Committee of the SPA.
At the suggestion of the premier of the Cabinet of the DPRK, Son Yong Hun was newly appointed as secretary general of the Cabinet. -0-
